The navy has a 'zero tolerance' policy on bullying and most recruits are not bullies. Even so, in 2008 the official survey found that about 1 in 11 (9%) navy recruits and 1 in 25 marines (4%) said they'd been bullied in the previous 12 months, so bullying is a risk.
